paths...<br\/><br\/>For this dialogue to be constructive, it must be based on reliable, shared data.<\/h5>\n\n<h5 class=\"wp-block-heading\">That's what the <a href=\"https:\/\/www.fonction-publique.gouv.fr\/etudes-statistiques-et-publications\/la-base-de-donnees-sociales-bds\" target=\"_blank\" rel=\"noreferrer noopener\">Social Data Base<\/a> (SDB) is all about: a key tool for clarifying HR decisions, objectifying situations and reinforcing transparency!<\/h5>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<div style=\"height:45px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h5 class=\"wp-block-heading\">BDS: A LEVER FOR SOCIAL DIALOGUE<\/h5>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Managing social data in the French civil service is essential for structuring HR dialogue and supporting decision-making.<\/p>\n\n<p>With its BDS solution, <a class=\"wp-block-heading\">DEPLOYMENT FACED WITH VARIOUS COMPLEXITIES<\/h5>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>The deployment of Social Data Bases (SDBs) in the French <a href=\"https:\/\/www.fonction-publique.gouv.fr\/devenir-agent-public\/choisir-le-service-public\/etat-territoriale-hospitaliere-une-fonction-publique-plurielle\" target=\"_blank\" rel=\"noreferrer noopener\">civil<\/a> service (FPE) faces several challenges that complicate its implementation.<\/p>\n\n<p>Firstly, ministries often have difficulty understanding the nature of the indicators requested, which slows down the collection of accurate data.  <\/p>\n\n<p>Added to this is the absence of some crucial information, particularly on occupational health.  <\/p>\n\n<p>A void that prevents complete analyses and impacts decisions...<\/p>\n\n<p>Human resources information systems (HRIS) are also a hindrance, often incompatible with BDS requirements, making it difficult to centralize data.  <\/p>\n\n<p>The <a href=\"https:\/\/entreprendre.service-public.fr\/vosdroits\/F34059\" target=\"_blank\" rel=\"noreferrer noopener\">D\u00e9claration Sociale Nominative<\/a> (DSN), although mandatory since 2022, still only covers a small fraction of the 150 indicators required.  <\/p>\n\n<p>And of course, the collection of health data remains a major challenge... an obstacle to be overcome if we really want to modernize human resources management!<\/p>\n\n<p>In summary, here are the challenges to overcome:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Accessing and applying the right indicators... not always easy!<br\/><\/li>\n\n\n\n<li>Lack of essential data, especially on occupational health.<br\/><\/li>\n\n\n\n<li>HR information systems not adapted to BDS production.<br\/><\/li>\n\n\n\n<li>DSN, which still only covers some of the necessary indicators.<br\/><\/li>\n\n\n\n<li>Gaps in data collection on agent health.<\/li>\n<\/ul>\n\n<p>These challenges show that there's still a long way to go to improve data management within the FPE!<\/p>\n\n<div style=\"height:45px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h5 class=\"wp-block-heading\">TOWARDS MORE TRANSPARENT, MODERN HUMAN RESOURCES MANAGEMENT<\/h5>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>The challenges are there, but digitalization and the use of data are now essential to modernizing the public sector.<\/p>\n\n<p>With BDS,
