VGC: LMS & EPM Implementation to Structure HR Processes and Governance

The Vlaamse Gemeenschapscommissie (VGC - Flemish Community Commission) is the administrative body representing the Flemish Community in the bilingual Brussels-Capital Region, focusing on culture, education, well-being, and health. It manages Dutch-language services and initiatives, improving quality of life for Dutch-speaking residents, and functions as a local authority.

As part of its HR transformation, VGC partnered with ACT-ON BELGIUM to implement a robust LMS and EPM solution.

The objective: establish clear HR workflows, strengthen governance, and support teams in managing talent across onboarding, performance reviews, promotions, and improvement plans.

  • Designing structured EPM workflows for onboarding, internal mobility, annual reviews, and PIP processes

  • Establishing strong project governance through workshops, documentation, and formal alignment meetings
